Many people do not even know that an underground storage tank is on their property. Many times the tank does not become an issue until the home owner decides to sell their home and at that time has an inspection done on their home. These inspections are often done one to two weeks before closing. Before finalizing the sale of a house, lending institutions and home buyers may want sellers to remove or decommission the abandoned heating oil tank.

You may have an abandoned heating oil tank and because of a Washington State law, it must be decommissioned. Effective June 30, 1995, WAC54 -34-6106. "Tanks and piping serving oil-burning equipment which shall be removed from service for a period of one year shall be removed from the ground or abandoned in place in accordance with Section 7902.1.7 of this code."

Both removal and abandonment in place are methods of decommissioning an underground storage tank. If abandonment in place is selected as the method of decommissioning, the tank may either be filled with an inert solid material, such as sand, concrete, slurry, foam or left empty. In both cases when abandoning a tank in place, the interior of the tank must be triple rinsed and washed to remove as much residual product and bottom sludge as possible.
